I believe the upgraded fans did not go in till 99. So, a 98 fan would work the same as 94 a far as cooling. That may be your problem. Some of the other experts may chime in on this.
Tony is correct.
From memory, the '98 and earlier single fan spiked about 25 amps at startup, then about 14 amps once up to speed.
The '99 and newer fan spiked about 49 amps at startup, then about 23 amps once up to speed. These were measured at fan power wire on a car during the testing and setup of our fan kit.
