Gen III AC/Heater question

Don't know why but for whatever reason the heater or ac won't blow unless the fan is on high. Not on high...nothing. When you turn the knob all the way to high both the heater or ac will work...but of course it's blowing on the highest setting.... Ideas??
I didn't even know how to search for something like this so forgive me if I missed it....
BTW that raffle car is incredible!

Your fan blower resistor is bad. I have these in stock.

Well, the resistor is fine..I picked one up locally today after it got up into the upper 80's and I just couldn't stand it anymore. Replaced and nothing. Compressor kicks on but nothing more. Is there a fuse I should look into next???

Just for future reading...in this case the blower motor itself was seized up. Easy to pull out and install...just 3 screws an electrical plug and hose.
