Help-Question on Heating and AC control..

My heat only works in the "floor","fl-def" or "def" position. In the "panel" position it blows (cold) air from out side even with the temp control turned all the way in the red(on hot)???? The car is brand new (01). Is that how the temp control is?

It got me wondered at the beginning too. But yes, that's how it works.
