They'll perform the inspection even if you aren't purchasing through ebay (mine was through autotrader), though I assume you are, since you mentioned bidding.

They send an inspector out. He test drives the car, takes photos/notes, and then posts them to the SGS website. They won't release the results to the seller, only the buyer. For the price, it was worthwhile.
