Newbie question - Does the gas cap lock?

No, you will have to buy an aftermarket locking cap, check the posts there have been many posts on guys who have done this. Also I have never seen rubber mats for the Viper, lots of good quality ones from the vendors listed at the top of the VCA site.

Go to autozone.com and order part 5791 for $10.99. As for floor mats, don't know about rubber floor mats but plenty of vendors sell carpet floor mats. You can get OEM from the dealer for around $50 (they tend to fold up on you). NorCal Viper Club has quality floor mats for $140 ($120 if you're a VCA member). Snake-Oyl makes very nice floor mats but they're somewhere around $300 a pair.
