Service Engine Soon lite NOT illuminating

I have a wierd situation. When I turn the key on my '97 gts to the "ignition unlock" position, the Service Engine Soon lite does not illuminate. I took the dash apart and removed the Message Center to check the bulb-its good but I replaced it anyway; reinstalled Message Center and turned key-still no illumination. Per the manual, the SES lite is associated with Pin #3 in the 8 Pin Connector plug of the Message Center. I looked at the wiring coming from behind the dash that plugs into the 8 pin Connector and it doesn't have a wire in that location. There are 7 wires going to the 8 Wire Connector.

Does anyone know how the SES wire works?

Fuse? Did you check for any possible codes?

No codes, I've checked fuses but I'll recheck. I'm wondering if the previous owner did something so the SES lite would never come on; I think I may need to run a wire and tie it in since its wierd that no wire exists for the SES from behind the dash.
