Two different animals in one statement. Smooth tubes are an upgrade to the current corrugated air inlet tubes that are in front of the intake manifolds. You can get them from many vendors on the links page of the VCA board.
Intake manifolds can be also found on the links page or you can get them straight from Mopar. Most will probably agree that you shouldn't upgrade the intake manifolds unless other engine work is done. You may even lose HP if that is the only upgrade.
Smooth tubes are a good, simple upgrade which should be done in conjuction with an upgrade to the air filters. K&N makes filters for the Viper and Sean Roe of Roe Racing also sells air filters. There also may be others on the links page that sell filters.
