The '00 and later Vipers have a much different "feel" to them.
Older Vipers have stiff shifters and rock solid clutch pedals. My friends '00 has a very smooth shifter (almost to tbe point of being slushy) and the clutch pedal is soft as any Honda ever was. It gives the car a totally different feel.
Also the new Pilot SX tires don't track the way the older MXX3's do. I'd say those changes are more significant than any minor interior changes... in 1998 the Viper got the airbag cutoff for the passenger, as well as "tubular headers" and a pebbled-texture interior on the dash. 1999 saw adjustable mirrors and a trunk release and a new style key fob, as well as 18" rims and new tires. 2000 got cast pistons and a different feel. 2001 got ABS. New colors each year of course.
The ABS is really nice - I was impressed. If it was me, and I had my choice, I'd go for a 2001 just for the ABS alone... and that sweet Yellow color (Ron you know what I'm talking 'bout!)
