I can't find it anywhere on the web. I think it's a hoax.

Big Medicine in Cypress, TX with no front plate anyway.

I checked last week , it is not in effect yet , that much I do know.

I heard that the legislature never got around to passing the law, and they don't hold special sessions for license plates! But it won't effect me at all. Never surrender!
