I am thinking of removing my RT hi flow cats, besides a little noise, what type of hp gain you'll think I get, I have Belanger header and a corsa exhaust

If they're 3", probably not much of a gain.

Throw those damn cats in the garbage. Im 100 percent sure you will feel the diffrence.

If you guys live in a state with smog testing, what do you do when that time of year comes around? I thought running a car without cats was illegal and carries a pretty big fine.
