No. 92 had no A/C, but it became a dealer installed option for 93, and a factory installed option in 94, and I think it became standard in 96.
Not sure about 96 and standard ac though. Might have been different between...

The EMS is a stand alone ECU that replaces the stock viper ECU. The Roe Vec1 is a piggy back unit. The EMS is head and shoulders above the VEC1 as far as features go, but I'm sure the price will reflect that.

Come on, lets get real. If your shop viper only put down 371 rwhp something was wrong with the car. That is the lowest number I've EVER seen. Even a few HP under 400 is pretty uncommon. There’s no way you gained 46 rwhp through "tuning" a N/A viper. Maybe if that car saw 5 psi you could see that...
From what I understand this car was repoed from the previous owner, and before the bank was able to get the car back the owner sold the hood, and obviously it was replaced by someone who doesnt know crap about vipers.

I've been told that all gen I viper motors (92-96(RT only)) are plagued with the head gasket issue, even after the material change. I believe i asked the same exact question you did.
edit: i just did a search and i cant find that old thread... maybe i'm wrong?

not every collector buys cars as "investments".. cars that appreciate in value are far and few between, and anyone with any sense knows that there are hundreds of better investments to make besides rare cars..
if you've got the money, whats $45k for an unmolested specimen of one of the best...
cute story, but the cl65 is 612 hp and SEVEN HUNDRED AND THIRY EIGHT POUNDS OF TORQUE... if the viper was $200k i would expect the same numbers..
