Well, I would see if the other ballast turns on the light that was flickering first. If that works ok, then it points to the ballast being bad (the one that was hissing and flickering before the swap).

Talk to Kevin Singleton of Exotic Engine Developement/West Coast Viper. He use to be part of the Caldwell engine development team. He could tell you what it takes. Caldwell's Oreca engines ran in the high RPMS and I think they made around 750HP.
