'06 Gas Tank/Trunk Access

I have evap codes occurring with a check engine light. A smoke test done at the dealer localized the "leak" to above the gas tank. They say the only way to access the tank area is to cut a hole in the trunk and then use a carbon fiber access panel to cover the hole they cut in the trunk.

A. Opinions from anyone?
B. They quoted me $1100 for JUST the access panel. Anyone know where I can get this piece cheaper???

I believe there is a cover that is riveted above the gas tank and no need to cut a hole and you can make an aluminum cover under $10 .

There is no factory provided access.
The service/ repair information shows 'cut here' lines in the trunk well after you remove the carpet.

Cut an access to make your own door, fold it back and seal with silicone or similar.
