2000/1999 are essentially the same car, the only difference being the pistons and cam in later models being reconfigured to keep the EPA happy. The pistons are no longer forged and the cam was altered making the engine smoother. The purpose was to reduce cold start emmissions.

What's a good price? The one that gets it into your garage. That's a pretty new car but going into winter prices do soften. High $60-s to low 70's will be asked though in '98 I paid $65k for a pristine three month old GTS with 1300 on the clock (and found out later I could have had it for $60K!).
