Fuel smell/leak-- Help needed

I've been noticing a fairly strong fuel smell coming from the back of my 96' RT/10 after driving it at times. I had a technician (not a Dodge tech, but 1 hella smart tech) check it out and he pulled the RR wheel off and dropped the fender shield and said he could see signs where fuel had been leaking and said he also smelled it after a testdrive (for some other work he did). He suggested buying a new filler neck. I was just wondering if anyone has had this problem and what the solution was. I saw on the ViperAlley forum that it may just be a bad rubber grommet instead of a leaky filler neck. I previously replaced the gas cap with a new locking gas cap so that should eliminate that as a possible problem area. Any help is appreciated :) .

Not the filler neck normally the seal around
it,common part with Dodge van.
