Has anyone had problems with no power to the starter fuse and I already changed the starter relay

Someone else was posting in the gen 3/4 forums that was having a lot of issues tracking down a starting problem. Don't recall exactly what he found in his diagnosis, but I thought he was seeing some weird stuff where he could more or less manually jump the car by powering a relay or something, but it wasn't working from the push button.
