Is the White Stripe Paint or Decal? And are you sure?

Hello, I need to get my front Facia Repainted and I an getting the stripe redone. I need to know if it is White Paint or a White Decal. Any other tips are appreciated inclucing how exactly to take off the Facia. Thank you.
