Does this illustration help? I recently had to gain access to my fog lamps because they were not properly installed (the previous owner had replaced them and didn't get the lower bracket (# 6) properly seated under the fog light housing). It sure is pretty tight getting a wrench in there to loosen the hardware (#s 4 & 5).
