Should the clutch pedal move when I turn the dial?

I'm turning the dial that moves the pedals forward and backward, but the clutch pedal doesn't move with them. Is that normal?

Found this. Apparently at some point my clutch pedal was disconnected from the common adjustment dial. The photos are bad links now. Can anyone share how to get the knee blocker trim panel off? I'm not mechanically inclined.
