What is the trick to getting the fastner loosened that attaches the top of the side sill to the front fender?

George.....you DON't have to make any cuts to the inner fender well! Just tape up a screw driver and carefully pry apart the fender well from the fender itself and then use a 10 mm deep well socket and loosen the nut. You don't have to take it all the way off as the side sill "slips on" to the bolt! This will save you from having a hole in your inner fender well!! The first time is a little tricky, but its really not too bad if you take your time and go gently!! Have fun.....!!!!
I found that removing the front tire and removing enough screws from the fender well to access the bolt was very simply and less time consuming than it may sound. I didn't want to take any chances bending or scratching the sill.
