TSB 18-32-97 Drop in RPM perceived misfire at 5500 RPM

Does anyone have the specifics on this TSB 18-32-97? I had this happen to me once about a year ago where the RPM's dropped at about 5500 RPM's and almost shut off. I have a early 1996 GTS. The check engine light came on, I took it to the dealer and all they could tell me is that they thought my battery charge was low. Then I discovered this TSB that exactly described my problem recently. Does the fix just involve re-flashing the PCM or something? My subscription for ALLDATA expired about a month ago and I don't think it had this TSB in there. My vehicle is still under an extended Max Care warranty, will this be covered by an extended warranty? I also had the problem described in TSB 18-15-97 intermittent hesitation between 4-5,000 RPM's, but I have the details for this.

My early '96 also exhibited this problem, but the MIL light never came on or set a fault code. The ECU was reflashed 2 times, but it still bucked on me. The dealer finally replaced the ECU with a later model and reflashed. It's been fine ever since.
