Tuning air/fuel? Help?

I have a stock 99 RT/10, I just talked to one of the members on the phone here about getting some sort of gauge thing to tune the cars air fuel ratio or something.

Does anyone have any links to what I need to do this?

And what might I expect as far as a change in power?
