Why is are dry sump systems are specifically prohibited in GT-1 class?

Also where to get a quick release steering wheel?

Dry sumps are disallowed to keep the cost of having a competitive car as low as possible. While they do protect the engine, they also add lots of horsepower. The accusump serves the same purpose, it's legal for the series, and not as expensive.
