I agree with others that this isn't likely real.
HOWEVER - there is a law that allows law enforcement agencies to put into service equipment confiscated from drug dealers and other law breakers. I don't know all the rules on how exactly this happens or how often it happens. But I have seen some "untraditional" vehicles marked and employed by law enforcement officers. So if the drug dealers are driving Vipers, and they get busted...

The light bar is reversed...POLICE usually have blue lights on the car's RIGHT side, not left.

I think it deserves a "No Front Plate" ticket. 
This is probably fake......BUT I have seen a Dakota with an actuated bed lid that has lights. The lid raises about 5 inches and BAM lights go on. Looks stock down to tinted windows ETC.
Also I have seen a Lexus with dubs pull over a car in tampa, near Ray Jay stadium.
