what kind of setup does this viper have?

i was looking through some old post on prefix vipers and i stumbled upon this insane viper.

would anyone know the owner or what kind of setup this is?

Here are more pictures of it, but it seems to be a one-off car show car. Looks great under the hood, but I would bet the intake manifold would leak after while.

I think that was a 2003 SEMA car. Obviously coilovers and individual throttle bodies. This was when all the makers were going carbon fiber crazy. I don't know much about the actual car other than that.
