What to use for wheel touch up?

I have a small chip on one of my 5 spoke wheels('06 SRT/10), about the size of a blunt pencil point. It looks like it goes through the clear coat, and starting to see a very small amount of what looks like rust. I don't know how that could be because the car has never seen rain, and is stored in doors either on or under a lift. I'll need some kind of touch up, and then maybe a clear (which I have), but I'm not sure what to use for the paint. Any advice would be appreciated.

I don't understand why your asking about paint? And if it is rust, it didn't come from your rim. Maybe from the lug studs.
To fix the scratch, use some 600 grit sand paper til its gone then take a buffing wheel with some jewelers rouge until it shines again. unless you completely remove the clear coat on the rim, you may see a "step" in the clear. If you use some paint thinner or acetone on a q-tip to feather the edges of the clear you may not notice all that much.
