A/C question

I have a 1998 GTS. The A/C really has me puzzled. I have air flowing through the top vents on the dash, but not the center vents nor the holes at the crouch on driver/passenger side. Just looking to see if anyone has had or known of this problem. Not sure where to start.

You will only get hot air through the defrost vents. A/C only blows out of the vents on the dash and the ones in the foot wells.

On my 01' I can get cool air through the defrost vents when the dial is set to defrost. Cool air doesn't come out of the foot wells, only hot. When set to the dash vents/crotch the temp control knob has no effect.
