This has now happened twice counting yesterday. When I went to park the Viper, I pulled up on the e-brake handle and it came ALL the way up. I was on a slight incline and could feel the car rolling back as soon as I took my foot off the brake, even with the e-brake "on". I let the handle down and pulled it up again and it stopped after a few "clicks" like normal. Why does it go ALL the way back sometimes but the e-brake doesnt engage? This has only happened twice in almost a year, so its not a everyday problem.

Look at your service manual parking brake self-adjuster section; there's a ratchet system to take up cable slack. The pawl must not rest in between teeth on those occasions and when you pull up, it's not pulling on the cable.

This has happened to me too on occasion when I pull up too abruptly. I am just really careful when I pull up on the ebrake and it hasn't happened since.
