In the May, 2001 issue of Car and Driver, there was a small blurb in the long term 911 test article about a water based garage floor paint from Rust-Oleum (www.rust-oleum.com). It's call EPOXYShield and no acid etching is needed, as the cleaner that is used before painting is a detergent. Acid etching is neither required nor recommended.

According to the article, the paint held up well to hot tires. Supposedly, they had it on a garage floor for six months without any lifting or damage from floor jacks.

It sounds easy to apply and it's cheap. They paid just over $100 for enough product to cover a 20 x 20 floor.

Also check out Sherwin Williams...they sell a concrete stain in several colors that actually permeate the floor which makes it more durable than paints, which do wear and lift many times no matter how well the floor was prepared. Also, I have seen a few stained floors and they look as good as painted. Personally I plan on staining it twice to get a good solid color. I am in the process of building my garage and will use concrete stain...just restain every few years. Once paint lifts, chips, etc., and you repaint, it will look like crap unless you feather edge the bare spots...
