I'm looking at a '97 Viper GTS that is currently under warranty until 2005 or 75K. The current owner is the second owner. From the buyer guide information online that I've read, it says that "Existing Chrysler warranties are only transferrable one time, so make sure that it is transferrable to you."

This seems to imply that if I purchased the vehicle as the 3rd owner, the warranty wouldn't transfer to me? Is that the case?

(writing from Tokyo at the moment)

If the 2nd owner bought the extended warranty...then you are the 1st transfer, and all is OK. If the 1st owner bought the warranty, I believe the 3rd owner would NOT be covered.
