I have done it on Mustangs and another car, I think..... but anyhoo, it should not be too difficult. You will need to pull the center console off and releast the E-brake tabs, that hold the cable in position in that area and then push the cable through the console (floorboard) so it falls outside, below the car, near the tranny. Then crawl under the car and follow the brake cables, back to the rear brakes (may be a few retaining tabs, holding the cable up off the ground and in a secure area, so tae those off). Remove the rear wheels and locate the E-Brake cables, which will also have a few (typically 3 metal tabs) holding them in place. push them in with a flat head screwdriver and push the cable out. Of course, the rear brakes will probabaly have to be removed to locate the end of the E-brake cables.
I think in general it should not be hard at all, just a little time consuming and having to remove alot of just to get to the easy stuff....
Like I said, I have not done it on a Viper, but I had my console out the other day, because I had to adjust my short throw shifter a little. I remember looking back and seeing my E-brake cables, thinking to myself..... hmmmm.... there they are, and it doesn't look too difficult to "pop" them out if I need to replace them.
