To remove them and a thin layer of clear coat, use the 3M swirl remover. It's abrasive, so be careful.

To fill them in and make it look as if they have been removed, use Zaino Z-5.

If the scratches to deep, you might have to have the car wet sanded. However, I would only do this as a last resort.
