Vec 1, Belanger Headers, No cats, K&N air filters.
My friends 93 has these same mods and his car pulls an extra 50 hp.

Certainly not the cheapest, but will do the trick. Cheapest bang for the buck would be NOS :)

I dyno'd my 94 at 402 rwhp, and assume the 85% efficiency of the drivetrain, that's 470 at the crank. Totally stock Gen 1 was underrated at 400hp, so you have to guess what the gain really was.

What's really cool is that factory torque was 450; I dyno'd at 487 rwtq or so, which is 570 crank. I think asking for more power (i.e. air flow at higher speeds) is harder to get; look for efficiency at the speeds you'll use.

I have 1.7 rockers, tubes and filters, and 3" from manifolds through catalyst and back. And 73,000 miles. If I had to get something next, I'd go for VEC2. Read this:

so no headers just stock manifolds running to better exhaust ?

going for rockers and Roe exhaust soon for my 95.

You could get a 3.55 rear end put on and it will feel like a 40-50 hp increase. Not bad for about $850

I only got about 20hp out of my Belangers. I started with 370 with smooth tubes, k&Ns. Then 378 with high flow cats and 3" dynomax race mufflers (2 1/2" elbow and flex). 399hp with the belangers and 3" complete exhaust. Final torque is 375ft lbs.

My $2500 probably got about 35-40 hp. Maybe the vec1 or 2 would give me the other 15hp.

Below dyno chart for my Gen1 1996 RT/10. Now this has rear exhaust which is acclaimed to give more HP to start with.

Mods:
Gen2 Stock Tube Headers(replacing the Gen1 cast headers)
Smooth Tubes and S&B filters
Corsa Cat Back Exhaust with STOCK Cats
Gen2 Compression Ratio (9.6 to 1) up from Gen1 Compression Ratio (9.1 to 1).

:2tu: We had the heads surfaced and CC'd to Gen2 when we did the head gaskets.
:( :( No other head work.

You can see 417.4 RWHP, and 472.6 RWTQ.
Using the 85%, as Tom said and many do, that gives 491 engine HP, and if feels GOOOOD :) :)

JWViper, yup, cast iron manifolds immediately into 3" exhaust, through 3" inlet and outlet catalyst and into the mufflers.

I recently put the tubular manifolds on, mostly because I was redoing the exhaust anyway and I wanted to save weight. Looking at the cast vs. tubular, there isn't an obvious difference that would make you think the tubular ones flow any better. I think there have been posts about how the tubular vs. cast doesn't give much or no power increase.

opnwide, you have a typo - only 375 torque? Maybe 475?

Guy I have a gen 2 so im not into gen 1 mods to much BUT talking witha few tuners I found that one of the best bang for the buck mods on a gen 1 is flywheel.

BTW also a great bang for the buck on gen 2 but I hear the gen 1's get more out of it then the gen 2's.

Paint it Blue and White! :2tu:

A surefire way to gain ONLY 45RWHP is to paint it Yellow.

Two years ago I put on a 3" exhaust with no cats and a Borla muffler from Roe Racing on my 94. I had already installed K&N Filters and smoothtubes. I am very happy with the resulting change in power. It went from a 12.96 at the strip to a 12.58 and runs MUCH cooler. Admittedly it is a little noisy, but I had a 440 6-Pak bracket car for years and still enjoy a little exhaust noise!! I realize it would not pass an emissions test in some counties, but I don't have to endure that here yet.
