What is this, Driver side foot well

It is behind the plastic trim panel. What is it and can I take it out? Need the space for the Haltech R5.

Generally speaking it just kind of looks like a mount for something, like the panel itself. There are ground wires going to it though, so you'd want to be a little careful about how you reroute though as the factory tries to ground various things at various points, likely to deal with ground loops and the like.
