What is this??

What is the front bulge in the exhaust? I know the other is obviously the muffler, but the smaller one is too small to be a cat isn't it? It's only 5 inches long. What's it for? Just curious.

The canister has a shape very similar to the Random-Tech cats, but it looks just a bit shorter.
