Can the catalytic converteres be taken off and just run mufflers and pipes without messing up the computer?

Now, I thought the O2 sims were only required for the 2000 and newer cars? Am I wrong?

Does anyone know how much it will help performance? Is it worth doing? Are BORLA factory mufflers or has previous owner installed them?
