6pt Harness Install Help

I'm installing a TeamTech in my '95 RT and I encountered an interesting issue. There are no threaded inserts in my holes in the rail under the rear speaker pannel. The outer holes are empty. The inner holes are filled with something. There was no bracket, as shown in the illustrated upgrades sections. Is this normal for a Gen1? Any ideas on what to use for install?

Dig the "stuff" out of the holes. For some odd reason my threads were filled with epoxy like guu... Once cleaned, everything went well.
