Clearcoat on Wheel (warrantee item?)

Took my 99 GTS by a local dealer for alignment, etc. I also had them look into replacing my front right wheel since it seems to be missing the clear coat--wheel has never shined like the others. I'd bought the car new and expected them to replace it. They tell me that all it needs is some polish, which I know is bogus. They service rep acted like there wasn’t even supposed to be a clear coat on there.

There is supposed to be a clear coat, right??? Shouldn’t this sort of thing be covered under warrantee?

Some have said that before you try the zone rep, you should try another dealer. But yes, it should be clear coated and covered under warranty.
