Cooling fan not switching on

My cooling fan seems not to be switching on unless i turn the heat or ac on would this be a relay? Where would th relay be located? Any help would be appreciated, I tried the search and came up with zilch.

But seriously, fan relay on a 98 is under the "box" next to the jump post.
