Frame and hood questions

I looked at an 02 Bumblebee recently with 2K miles that looked really clean. I got it on a lift and noticed a couple of things that I am questioning. There is a piece of clear plastic or tape that wraps around the frame just under the motor mounts on both frame rails. There are also dimples 4 dimples under the plastic. Normal? The plate that covers the transmission that is bolted to both frame rails looks like it has been painted black. It seems like I remember this being unpainted or aluminum and maybe the floor pans looked like they had been painted. Does anyone know if the plate is painted black or is it gray/aluminum? The hood was obviously out of alignment on the headlights and when you went to shut it at the first drop, the back lower edge of the hood would touch the tires, it appeared to be off by 2-3" since it would not drop in the guides when you went to shut it. Any straight answers would be appreciated.

Okay, the plastic tape and dimples normal.
Also the alum pan is painted black.
This is true for 97-98. Maybe, the 02's were different.
I also questioned the dimples and plastic wrap, but am assuming this is part of "crumple" zone for frame.

Those pictures help a lot. The other loooks like it except for the tape/dimples. Thanks
