I have Borla headers and cat-back...I had the cat back installed first. The cat back made the most sound difference...the headers did not make the car any louder-although the power difference was noticable only after the headers were installed.

I would do headers also, you can gain quite a bit of BHP and torque too here, depending on the type. The real design 'bit' between systems is in the collector and the flow of the gases here. Also if you get the pipes insulated / thermal coated, keeps temp down in engine bay and sills, also keeps gases hotter which helps them move faster. (ps Mine has headers only on at the moment, as I'm half way through installation of complete stainless system. Very, very loud, you can feel the sound thumping you in the chest, but not recommended to run like this!!)
