Help! - Bolts on bottom of side sill

I need some help. The bolts on the bottom of one of my side sills have fallen out, leaving just the top bolts to hold the side sills. Does anyone know how many bolts are supposed to be there? What size? Are they supposed to have lock washers or something? I had a dealer change the side sills, and I think they didn't put it back together again correctly.

The Service Manual just shows that the side sills come off. It doesn't really help me on this one.

Sheet metal type with hex head, no lock washers. Looks just like the ones on the top of the sill. Should be about four of them on bottom.

It's either 4 or 5 on the bottom. I squirt a dab of silicone on the threads before installing them so they don't fall out. The silicone also protects the sills from corrosion around the threaded fasteners.
