Overseas Viper - Bad Gas

I had to ask this questions because of what I was told by a co-worker.
I friend went to Pakistan and India. He said it was common for gas station owners to put dirt and "kerosese" in their gas to rip off customers.
I know this would damage a normal car's engine, but ....

Question: Is there a portable gas tester that one could carry to test the quality of gas prior to putting it in your car?
