I think I have a severe case of OCWOTD (obsessive compulsive wide open throttle disorder).

Is there a product out there that can limit the number of full throttle runs within a certain time period?

yes - there is help.

Put a small decal of a cop car on your rear view mirror. Make sure it's to scale of the roadway and other cars.

My wife almost makes me sign an affidavit before I take my kids for a ride, that I will strictly obey all local traffic laws. Of course in life there are loop holes in everything... The kids like to go fast.. If they rat they don't ride. Of course when I do behave myself when I am accompanied...
Best help; take a kid with you and let the mother know you are taking them for a ride in a Viper.. You will slow down...

Drive bare-foot and tape tacks upside down to the gas pedal! I call it the 'patch'.

It helps a little but causes a slight limp when you walk.
