The VCA will be matching Dodge's support for the "VOI edition" of the V10 Nationals at VOI.

You say that almost as if you actually have a clue what you are talking about; which you don't. So I'd suggest you avoid trying to be the official spokesperson for the VCA and Dodge.
. Now for us (members) this is usually a good thing, but if what I hear is true, then all it did was hurt the Viper community, the sponsors and tuners backing the V10 nationals AND the VCA and Dodge.
I'm just wanting some straight answers as to why it was not mailed with DODGES VOI packet.
Wrong, sport-o. Speaking to someone on the phone for an hour hardly empowers you to speak in an official capacity about events for which you have NO involvement.

As for names on brochure, there are liabilty issues that can arrise, and without investing money and time into finding out what the exposure is, the easy way is to not participate and then you limit the danger.
