There is a center pin through the plastic, kind of like the center shaft of a standard rivet. Pull out that center pin with a pair of pliers and the outer part will become free (the pin just expands some plastic dogs on the inside of the clip, which holds against the inside of the panel). Install in reverse order, i.e. install the outer part then run pin back through the middle.

Now that's some interesting trivia, I learn something new every day. On my '97 GTS and others I have seen it is a standard "outie" pin. Guess they have rotated clip types occasionally. The difference in push-in vs. pull-out will be evident from observation. The pull-out type have a pin profile that looks like the head of a common nail (and can be easily grabbed with pliers), while the push-in guys look more like the head of a rivet or finishing nail. Ditto the good luck....
