If you're talking about the small side markers (which I think you are) then you're very close...that rubber plug in the wheel well is what you want to pry out.
It's easy to pry out..you won't hurt anything in the process. Just turn the wheels one way or the other to allow more room to work the plug out.
Then you can snake your hand back in there through that hole, grab, twist and pull the holder out.

The "Parking" lights (inside the plastic headlight assembly, outside light).
