I've been told it is to keep the frame from whistling at the points designed into it for collision collapse purposes...others may have a better answer.
Speaking of odd things, when I pulled the sills off of my 2002, there was a green sticker on each side of the underbody in there that basically said, "Made in Mexico"
One of the guys who used to post here (Madmaxx) found a set of CAAP tools when he took apart the fenders of his white 96. There's a post here somewhere about it.
