I finally saw the truck that spray dumps this tar/rock mix... the idea is that the cars flatten it and fill the hole or crack. Problem is that all the cars are getting sprayed with gravel over these things. I even had gravel shoot onto my dash when a car passed me through this muck.
Bad idea Loudoun, or VA DOT.

They used it here for a little while and the company that was doing the work for the city ended up having to pay so many damage claims for people's cars, that they stopped using it pretty quickly.
