Why does the passenger side front brake lock up first on my 97 GTS?

My 2000 does that too. It's probably a combination of things but the most likely parameter that sticks out is that your weight is on the driver's side.

The reason is weight distribution. The fix: Good brake package with more rear bias and better modulation. Do a search for 'big brake package' and 'stoptech' and '38mm'

The brakes are too front-biased, so the front wheels will lock easily before the rears; then as Uly points out, the driver and battery are on the left and towards the rear, so the right front is light. You can corner weight the car and slightly cut down the right rear spring cup seat (that aluminum piece at the top of the shock) to balance the front left-right weights. You can also install larger rear brake calipers.

Brakes are only a partial fix. The front right will be the first to lock up until the car has proper weight distribution.

This is common for the Gen 2 cars. A proper corner weight will help but the biggest problem is the bias. We worked extensively with Stop Tech to produce a 2 and 4 wheel brake package to balance the brake system on the Viper. The results were dramatic. Better bias and pedal linearity with improved
stopping distances. A very good package.
